EMP is pretty darn good as an initiator. It combos well with a bunch of other ults and abilities (anti-nade or Winston just leaping in). It’s a good proactive and reactive ult. It checks a lot of boxes, for sure.
Sojourn’s is pretty easy to get value with as well. It isn’t so reliant on combos or follow up as she can get several solo elims with it. Also quite powerful.

Best ult? That’s a tough one. There was a time when Overclock felt like a strong contender for the title, but not anymore.
Too bad you didn’t ask for “most powerful 2 ult combo”, because that feels like a much easier question.
Nano. Does too much, and did more before.
Attack speed got dropped, but we gained 300 hp on nano, making it stronger.
So you get increased damage, reduced damage taken, 300 hp instantly. Not much is stronger than that, and nothing can stop it short of another team mate getting in the way.
Kitsune is right there with it, but it can be zoned out by Hanzo’s dragonstrike pretty easily, and Bastion can ult the entire length of it to keep people from trying to rush through it.
Over all, I will say supports have the strongest ultimates in the game.
Honorable mention: Illari. Her ult is downright insane, and requires blocking/eating of it, a sound barrier ult, and spreading out. It’s a much better pulse bomb.
It really depends on the situations as every ult is powerfull.
Take mecree, people love to meme about it being terrible, however its still extremely powerfull.
or take sym wall, its a defensive ult, but used at the right time and it can singlehandly turn a fight.
Though if I had to pick a ult that was the most powerfull in general, IMO I would say earth shatter.
A multi target stun is just usefull in almost every situation.
Ignoring meta, I’d say it’s the one that gets countered least. Which, based on vibes, to me is Ramattra’s ult. I can think of a situation where a seemingly good ult from everyone else still gets shut down but a well timed Ramattra ult is almost always a team wipe.
Orbital Ray or Kitsune. These are “we win the fight” buttons.

I would say its sojourn with a pocket mercy. That thing can singlehandedly get a teamwipe.
Sigma ult on the payload during overtime. To be honest I think the height of the payload radius should be increased just so this can’t happen, because it’s the cheesiest strategy and offers essentially no counterplay once it’s been overtime for long enough.
That’s not a fair comparison, though. You’re comparing a good ult getting shut down to a “well timed” Ramattra ult. Essentially a good ult used at a bad time versus a good ult used at a good time.
Ram’s ult is good, no doubt. Especially during overtime pushes where people can’t leave an area but I’ve seen his ult shut down plenty of times just like any other.
