Deflect- super big hitbox, really buggy(at least before), can block even melees, can be canceled by swift strike, no cast time.

Assuming you mean the literal meaning of broken as opposed to a synonym for ‘overpowered’.
Rein’s charge and earth shatter & Doomfist as a whole; the hitboxes/detection are incredibly inconsistent.

I’d be fine with scatter if it

a) couldn’t one-shot tanks

and

b) wasn’t almost brainlessly effective at point-blank range.

As far as point B goes, I’d actually prefer it if he had a more effective form of defense at close range that didn’t feel so bad to be killed by. He’s a sniper. If he one-shots you, it should feel as though you got killed by a snap-aiming god. Not because he gets a freebie just for picking Hanjo.

I would say scatter is honestly a close second to deflect.

It seems to go against everything a sniper and tank stands for
-1 shotting any tank shouldn’t happen outside of an ult
-Snipers are meant to be good aim=reward. Scatter doesn’t really reward aim. It’s basically an arrow shotgun
