I’m on windows 10 and i have no idea what’s happening.

Are you using Discord? This button is the hotkey for the Discord overlay.

To expand on Nicole’s statement, Discord’s overlay features is known to cause problems with Overwatch. To disable the overlay:

  1. Open Discord and open User Settings (the gear icon next to your Discord username in the lower left corner of the window)
  2. Click Overlay in the navigate pane, then switch the Enable In-Game Overlay to off.

The ` key which is also on the same key as ~ is an option to switch the Input Language\Keyboard Layout in Windows. If you have multiple languages installed and this is how your hotkey is currently set, then that may be why its causing the game to crash. Info on how to check that setting can be found here.
