Tanks die too fast. D.Va and Sigma have ways to temporarily absorb infinite amounts of dmg and thus avoid the detriment of the dps passive to some degree.
They arent overtuned, they just are able to adjust to the environment in season 9. I tried using Ram. Its a pain in the butt to make him work.
