Tacticians (Ana, Baptiste, Jetpack Cat, Lucio, Zenyatta) gain 25% less ult charge at full health, no matter the circumstances, which really sucks.
It’s less likely that those heroes are at full health since they’re either more active on the battlefield or quite a target for flankers.
However, in some situations where those heroes are fully uncontested, Ana and Zen especially will charge their ults way slower than before, making it more difficult to obtain their ults to counter an enemy ult in time.
Not to mention that supports already get less ult charge due to the global dps passive at all times. Which means overall slower ult charge times for supports and less ults overall to influence a fight.
Maybe your Genji wants to nano blade and already has blade, but because you took no damage, you are only on 80% to nano, which is even worse when you were on payload duty and only got little to do.
Or you can’t stop the Sigma flux because you never took damage in a poke mirror as Zen and don’t quite get your ult in time. So you get less ult charge for playing well and not getting poked out.
Do I think there needs to be a trade-off for the ult overcharge? Yes, absolutely.
Should it be implemented like this? No, absolutely not.
I would prefer if you simply gain 50% (number can be adjusted) less ult charge up to the maximum 25% ult overcharge. That way players will have the same amount of ults and ult frequencies as other support subroles, whilst still making sure they don’t charge their next ultimate too fast after the last one.

For Heroes who can shift the tide of battle with a well-placed Ultimate, the Tactician Sub-Role helps supercharge their ability to gain another: they retain excess Ultimate charge after using one, up to 25% of their total Ultimate charge. Tacticians also gain 25% less Ultimate charge if they’re at or over full health.
It’s at/above 100% Ult Charge they get penalized Ult generation.
So like pick any Tactician, clone them and make both teams identical with the only exception being one Ana or whoever Ults on CD and one holds until 125% Ult charge, the one Ulting on CD will be at 33% Ult charge while the other will have thier 25% carry over.
It is a tradeoff, but most of those Ults are ones you keep in pocket for a bit anyway, so having the nerfed quarter to next ult progress is a huge bonus since less ult charge is ultimately being lost by holding it for the right time now. It’s just an ult economy boost for Supps with Ults that tend to be held.
I believe it is another mistranslation from the patch notes to the new blog post today. Originally they incorrectly stated medic and tactician get 25% reduced ult charge at or above 100% health. But they then removed that from medic saying it’s incorrect but left it in for tactician on the blog post.
I believe the 25% reduced ult charge relates specifically to being at or above 100% ult charge for tactician. The blog post today created a lot of confusion I fear.
I’m hoping it’s another mistranslation in today’s weekly recall. If that’s the case, I’ll update the post accordingly, if it’s not, it’s definitely something that should be changed.
