Yes, about 11 damage less. But I would say that 60 is less damage than lucio, mercy, Ana, and zenyata. So sure I can get to 180 dps but first I have to live through 3.2 second of doing trash teir support damage followed by low teir dps damage.
The changes feel a lot better though.
