I’m experiencing this, my partner is experiencing this, all my friends are experiencing this - I don’t know a single person who isn’t.
To be specific, we’re all experiencing suttering. Average FPS remains very high (even pinned to the limit 144) and yet the game is unplayable slideshow that feels like 3fps. This is in Stadium, 100% reproducibility while you’re in the spawn room, before the the round begins. It does occur randomly during the match as well - and for everyone at the same time. Yes, everyone I’m in VC with can always confirm they are experiencing it at the same exact time.
Oh and to be clear, it isn’t network issue. I’m on stable 10 gbps network. No, it’s not “background apps” or other “101 support” nonsense either. How could it be for the entire lobby at the same time?

You and your friends aren’t alone. I’m glad more people are making posts about this. I hope it’s addressed soon.
Can confirm, but it seems mostly related to GPU/CPU not being able to keep up. Changing the GPU for a more powerful one fixed it for me.
If you’re struggling with this, I suggest trying an alternative Build of Windows (I’m using ggOS, Windows X-Lite didn’t cut it for me, whatever you use make sure you have a valid license and input your Serial Number and activate it properly). Another option is doing performance optimizations.
Overclocking doesn’t help, OW is known to crash on Overclocked GPUs.
Anyways, yeah, they should fix it, but it’s not easy. Stadium has lots of powers and itens, and a lot of that stuff comes with VFX, and all of that needs to be calculated and rendered and so on. Not sure how much extra performance you need to get rid of the stutter, but if you get enough performance you do get rid of it, or at least I did. Still worth optimizing, just know that even if they do it, it will probably take a while. Good luck until then!
I really don’t think it’s GPU/CPU not being able to keep up on a very high end hardware… I have better experience in Star Citizen.
It also has nothing to do with OS - I’m on Linux. Others are usually on Windows - same issue, exact same time for everyone.
