There are all sorts of considerations to make:
Winston is certainly the smartest of all the heroes, who developed the chrono accelerator with science that isn’t considerably real at this point.
Torbjorn basically invented omnics, which developed into a sapient race at this point in the story.
Moira can manipulate genes to remain immortal, and either break down or restore cells at a molecular level.
Now that I think about it, I’d say Moira. She isn’t even done with her research and breakthroughs in shifting genetic structure.

Lore wise either Reaper or doomfist since Reaper cannot die and Doomfist can literally shatter skyscrapers.

Reaper. He doesn’t die. If he really wanted, he could just wait for everyone else to die of natural causes. They can’t kill him.

Either Doomfist or Winston. Doomfist manhandled Genji, Tracer, and Winston at the same time, knocking two of them out and still managed to survive being punched in the face by a very angry genetically modified Gorilla (just look up how strong a normal gorilla is). He literally stood there basically watching Tracer while she shot him and her shots just bounced off his shields. It took him less than 10 seconds to predict her movements and catch her in mid-air.
In fact, the only reason I think Winston is even a possibility over Doomfist is specifically because he beat Doomfist.

I think that when her research will be done she will become somewhat like Zen. I mean, she is even asking him about how his powers works. They are similar in a lot of things, but Moira currently is on science level, while Zen is closer to some kind of divinity level.

You wanna go that far, Talon Heavy says hi. Even Doomfist can’t overpower him.
So the strongest would have to be between winston, reaper and doomfist. Lorewise reaper is indestructible and cursed to be unkillable. So as he might wouldn’t win a fight, he would never lose the war as it never ends for him.
But in terms of power in a single fight I think it should be winston. Balance wise in game, “primal punch” is one of the weakest abilities, but then again it’s more like primal shove. But lorewise he obliterated doomfist wirh his primal rage power.
And doomfist is ssaid to be able to level skyscrapers. And he absolutely destroyed genji and Tracer. However, since their last match, winston apparently (according to athena in cinematics) has been a little bit more out of shape while DF in his anime short seems to have been training like crazy. So I still think it would be a pretty tough fight between them.
Literally all the omnics would be obliterated by Sombra. And that makes me realise that DF is supposed to be half omnic. So maybe sombra could neutralise, at least partially DF?
but still my guess is either DF or Winston

Techincally if his cells wouldnt reproduce that quickly he could die like anyone else, so i’d say he is right now immortal but he can get killed.
