So in the recall animated short, Winston was working on the Barrier Projector but 8 years ago he had a finished model of the Barrier Projector??

Yes but Uprising and Retribution made sense with the hero abilities. Like you can tell they were in the process of making Reyes’s upgrades during Retribution
The shield generator he’s working on in Recall could be a new/improved version that he’s developing.

In-game, he’s not much of a tank without it, and reworking him for the sake of one short story mission doesn’t seem practical.

Uprising launched with Mercy’s non-canon huge rez. We’ve seen rez in the lore in Zero Hour, when she used it on Mei.
Retribution gave Reyes and Moira their modern day power levels. We don’t know what they were back then, but if Moira and Reyes had the same tier of shotgun toting wraith powers, a lot less people would be mystified by the identity of the Reaper.
Gameplay != Lore. its not a reliable source. But a kit that is 70% lore accurate is fair game, compared to one that is no more than 20% accurate (if Ana were to be in an Omnic Crisis mission, for example)
