Not only that, they nerfed some of her counters.
I am 100% positive she will never receive a single meaningful nerf, and will always be the cheese “oh ne we’re losing better go Orisa to win effortlessly” character.
They believe Orisa is underperforming at the moment. I would argue nerfs were never likely given their stance.
They’ve been saying that since they released her. Along with “we’re in a wait and see phase”.
And yet every other hero they’ve released after they nerfed very fast. Why not her?
She literally makes me want to quit playing forever. She’s the least fun to fight character. I’d rather 1v1 Sombra as Widow.
Perhaps Orisa is Hearthstone Guy’s main. I hate it too because even if she is underperforming as they indicate, she is THE counterpick every single time if you try to play Hog. So, to me, it’s real. 
Hog is my most played tank and this is true. They’re always so proud of themselves after, too.
Orisa isn’t op, it’s just that every other tank is really bad right now and she is the only one who can survive against the burst damage in this game for longer than a second
Every time I see an orisa in my games, I just roll my eyes. She is so boring to play against and to play as. They said sigma is the top performing tank & the community has been asking for orisa nerfs.
And yet, they nerf doomfist?

The nerfs to the healing cooldowns are a big nerf to Orisa.
She was only good because she could live long enough for those cooldowns to come back to save her again.
It is literally exactly the same with her. Literally nothing has changed.
