Ashe’s stadium power “my business, my rules” does not trigger if the shot kills the burning target. The description of the power simply says that it should reduce the cooldown of her abilities if you shoot a target that’s burning, so I don’t see a reason for why it wouldn’t trigger on a killshot, especially since it would reward skillful headshots and get something out of wasted burn time.
