I am on PC, if I spectate a friend on console (xbox) I can’t change who I am spectating. F1-F12 and other buttons to change the player being spectated only seems to work when it ISN’T crossplay.
I’m having the exact same problem, it’s stuck on 3rd person and doesn’t let me change anything, seems to only be a thing when spectating someone on console from pc
Same issue. Seems to randomly pick someone on the team to spectate, stuck in third person. PC spectating Xbox.

Hey I came here because I had the same problem- but I was able to find a workaround. If you plug a controller into your PC, you can use your controller to spectate with full controls.
I’m not sure why PC binds don’t work when spectating a console games or replay codes, it’s still a bug that should be fixed.
