Why has this not been implemented yet Blizzard?
Because you can cheat and be giving tips to your friend or pointing out where the enemy is or things they miss themselves. Why have you not put more thought into this?

League of legends does a couple of minutes delay I think like 3-5 minutes not too sure.

this game is all about information/awareness you open something like this up and people will abuse it to help others to climb. Competitive is all about learning from your mistake and doing your best to improve. spect would just ruin that imo iam fine with spectating in quick play cuz it not a Competitive mode.
I’d be pretty cool to do this, but they’d need to do something like what CS:GO (afaik) does in which the spectator has a delay so that they can’t cheat for the player.

Giving out tips where the enemy is? You mean saying after the fact when your friend dies, and watches his death cam, that he won’t be able to tell where he got killed from?
And being logical here, if it was an assist and no death cam was provided etc. You are still saying it after the fact. You also would have to be observing all 6 players on the team.
You can’t message or observe the enemy’s team to see starting team compositions or hero swaps, conversations etc.
And to make all of your reasoning even more moot, Blizzard could implement a simple 1-3 minute delay. Any “tips” you could be relaying onto your teammates would do them more harm then good with such a delay.
Why haven’t you put more thought into this?
That’s why the top streamers have their SR’s tank like the titanic after each stream

Your original post never stated any of this. The current spectator system allows you to message with zero delay. Two sets of eyes are better than one, which is an advantage most other players don’t have, and this would open up more boosting opportunities. Besides, people can still use other applications to message or speak to each other.
If you really wanted a new spectator feature, you would have put all your reasoning and ideas in your original post instead of whining and providing zero ideas, feedback, etc.
Put some more thought into your posts, buddy 
But this requires effort. Instead, just post a single line and hope everyone reads between it. /s

You can also observe the entire game from any angle. You don’t have to stick to pov when you’re a spectator. This would be a huge advantage.
