Is there a way to spawn NPCS? Not full on character bots, but the minor monsters, etc you kill in the various events like Halloween, Archives, etc?

Not in this version of workshop.
It’s a real shame, honestly. I’d be thrilled to play a MoBA mode with NPCs fighting each other, or to play a PvE wave defense mode with modified rules, or an RPG that uses them as disposable monsters.
Theyve already been made lol.
Check r/overwatchcustomgames and search “Horde” and “PvE”
They just use the player bots tho but some work very well

I know about the PvE modes that use player bots. What I really want is to fight waves of Null Sector robots and Talon soldiers, or even fight alongside them in a MoBA.
I think if they would release PvE-units, then the Event will be pointless.
However there is other way to make PvE-unit, you have to create by yourself. You can make a sphere acts like drone to attack you or self-destruct with an explosion.
