These changes sound great, and balanced. I would also remove the movement restriction while teleporting, and increasing the speed of the Translocator when you throw it, as well. This will greatly increase Sombra’s direct movement in combat.

In all honesty, these changes could really bring her up to speed with the rest of the flanks without having to boost her damage or some sort of needless buff that doesn’t address her problems!
