I don’t think it is, but I also understand that the devs have to push her win rate up, without you know, making her even more deadly in combat, or making hack even more irritating.
So perm invisibility is what we get 
Devs will balance the game to at least some kind of degree, and removing perm invisibility would imply other parts her of her get some pretty eye watering buffs.

Nah, wasn’t you… I have nothing against Sombra players and I don’t blame them for loving to play the game without any counters, or even needing to worry about cover, or positioning… and they just get to counter everything in the game… I know she doesn’t win a ton, but it’s just stress free in every way, I get that… I’m sure it’s fun.
But it’s not you or a player, it’s the poor decision-making of the devs… Players aren’t to blame.

We should all start doing that. Posting everyday all the replays of matches were Sombra killed us repeatedly. That would change the minds of… oh wait, that wouldn’t change anything, the answer would still be : “learn to aim”, or :
Because, you know, turning around, finding an enemy that can be 15-20m away, interrupting her hack (all of this under 0.65s), then landing enough shots to kill her or force transloc while her virus kills you slowly but surely, that’s… so easy

You can bait me w “skill issue” all you like… So overplayed tho isn’t it? And did I blame the Sombra for anything? I don’t blame the players at all. And Sombra isn’t even that “good” overall… None of that has ANYTHING to do with why Sombra’s kit is poorly designed, and how it takes the fun out of the game… Baiting and deflecting is boring, but have at it, if it makes you happy.
