The fact that you think this tells me you’ve never played Sombra. Single target hacking pre-buff was rarely even used because it took a long time, had very little payoff against the characters it should have impacted heavily, and could barely even be pulled off unless the enemy team was completely unaware.
Also, please don’t try to use agrandized measurements to make a change sound more radical than it is. It’s a 0.15s difference. You really want to tell me that the sole thing holding you back from dominating Sombra like people have been for over a year is 0.15s? Please.
She didn’t get any damage increase. Her DPS is the exact same. She got a 10% spread reduction. Would you like to see what 10% spread reduction looks like?

That’s 10% exactly. Doesn’t exactly make her pinpoint accurate.
Genji was never her “primary counter” a Genji/Sombra fight was a toss-up. As long as Genji doesn’t just immediately try to Deflect, he’s fine. The only thing this buff changes is that he can’t rely on double jump spam to see him through the fight anymore, he actually has to have decent aim for once.
As for Pharah, it made absolutely no sense that she could just continue to fly when hacked anyway, nevermind the fact that Pharah A. should be out of her hack range 99% of the time anyway and B. is already a character who is balanced by being incredibly weak to her counters and incredibly strong when uncountered, so nothing new.
It still doesn’t increase her power in the fight though. She’s not magically stronger for dragging the fight out farther. All the 5s increase does is give her more time to set up.
You never had to play around healthpacks… Typically most teams didn’t and it was only the Sombra who was actually using them consistently. That fact aside, I love that you’re trying to say a nerf to the one thing she was viable for pre-buff is somehow a buff overall for her.
You could do it before too, just nobody wanted to because she wasn’t “new and flashy”. Literally the only reason she’s seeing the play now (which is still minimal) is because “new buff”. That’s it.
