Currently, all the perks of sombra are useless except for self-recovery when using the position shifter.
To give you a new idea about the Sombra perks,

Viruses are contagious like real viruses.

Hacking confuses the enemy’s control key (ex. temporarily changing the control key)

Make sure that the hide skill is no longer detectable by the enemy (ex.near proximity, Widowmaker ultimate skill, not detectable by ultrasonic arrows)
There could be these things.
And the changes to hacking need to be applied to EMP as well.
I hope that the perks Blizzard chooses in the future will be more interesting and satisfying.
Unfortunately, nobody likes Sombra, so productive discussions on this can’t be expected.

LOL, so the passive healing in teleport is actually one of the worst choices you can make, and you’re saying it’s good! It’s literally just the passive healing, which isn’t very strong, only activates when you’re critically low on health, and since it’s passive healing, it gets interrupted by damage. In that case, the virus cooldown reduction is actually better—if you can stay in the fight long enough.
For the other perks, both are strong, but theoretically, the healing hack is better because it basically turns you into an EMP generator again—which I personally don’t like.
The +100% silence effect perk, though, really shows how long the effect should be by default for Sombra to actually be effective. The 30% reduced range can be worked around.
All in all, the perks aren’t actually bad, but most of these mechanics should have already been part of her base kit.
What bothers me the most, though, is that Sombra still doesn’t fulfill her actual role, and the perks only make things worse.
Hack shouldn’t heal or be applied to teammates—it just doesn’t make sense in terms of hacking logic.
Sombra isn’t an assassin, she’s a sabotage hero, so she doesn’t need a virus—she just needs a proper hack and two abilities to get into position and escape effectively.
Her damage should simply be high enough to kill a hacked target in time. That’s why Sombra had a 5-second hack in OW1—because her time-to-kill was also 5 seconds!
