Sombra is probably your best bet from a match up spread perspective and the angle where you might be decent at her with Soldier experience.
That being said, it might be a good idea to have a more frontline based DPS. Torbjorn is better than Reaper overall, in my opinion. That being said, both are so easy that you could play both AND focus on Sombra as a counterpick option.
Yeah based on the heroes you have on the list sombra is your best bet. But if you have Ashe and soldier in your line up they should be more ideal into pharah than sombra.
Go for Moira. If she can’t outright kill any of those, she can avoid them entirely.
Also don’t pick Reaper. I wouldn’t wish that on my worst enemy. He’s going to quickly diminish once the meta shifts (or worse, once they unjustly nerf him). Not to mention, he’s getting a rework soon, so you’ll probably have to relearn a bunch of new stuff.
Only warning I give with sombra is you’ll need thick skin. People are very mean to sombra players and if you can’t deal with the rude remarks then it’ll just slow you down. Ignore their complaints and keep running them over.

No need to limit yourself to 3. But if you mean who to focus on first, I’d say torbjorn would give you some needed power against flankers and dive tanks and is also more similar to your existing playstyle, but sombra would be better for dealing with the specific heroes you list having trouble fighting. I’d also suggest Venture as a good choice for dealing with those problem heroes you have listed
