The horizontal sway does matter, though not as much as I thought. The crucial difference is that horizontal swap does affect consistency at long range for most soldiers (like myself); or it will add an initial upfront uncertainty and a delay (again, at long range), for the very best soldiers.
This change adds depth to soldier’s fire, and horizontal seems to be a high skill cap. Or something that cheaters will pay for
