If Tracer was the face of OW1, then Sojourn is for OW2.

Because it is a nice marketing strategy a new face for a I quote “new game”… Or the appearance of a new game…

ow1 target audience was young like tracer, now their target audience is all the washed up old overwatch players who have aged rapidly playing the game waiting for pve etc, so they show a older face as poster hero.

Because most the players of this game are DPS players, and she’s the only “new” DPS between launch and 3 weeks from now.

Thats why they did 5v5. That alone made it different from OW1 (not in a good way imho)

In lore it’s weird because she testified against overwatch in the past and is rather absent of personality compared to the rest of the cast.
On a gameplay level they made her busted and put her front and centre to make sure you wouldn’t forget it.
On a marketing level it just makes sense to switch the hero for a sequel to show progression in the story, which we aren’t getting now. Although an updated design on the same cover character has the same effect, the layman doesn’t pick up on that.
Because she’s stacked and Blizzard needs to lure in that f2p money.
Sojourn is the dps representive of Overwatch 2 obviously. A true fps hero. No better hero to represent your game.

They tired making it sojourn, but failed, and have made it kiriko instead.
5v5 they did cause they were incompetent with balancing play around 2 tanks, and because OWL, OW2 in my opinion was there attempt to fix OWL cause it was boring to watch. I stopped watching for different reasons.
If you want to have a competitive league, you need structure more so if you want to draw a crowd outside OW. I would prolly still be playing tank if 6v6 was a thing… Not even the challenges will get me to flex tank… I would rather queue for a specific role than to play boring tanks. Only way they could be fun again is 6v6.
