she was originally intended to release with OW2 but they pushed her up, either just because the game needed something or because OW2 was looking further away than they thought.
So her Classic skin is her OW2 skin.

Echo is an eternal symbol of the transitionary period between Overwatch 1 and Overwatch 2.
She actually had one in the beta. It was 99% identical with the current skin, there was like 1 tiny detail that nobody would ever notice in a real game that was different. So it makes sense they didn’t continue with that.
While not confirmed, I think it is a good bet to say she was always intended as an OW 2 hero. They gave Genji some clothing. But not sure how that would work on Echo. She also doesn’t really age as far as I know, so can’t just grow out the hair a bit or make her grey out. So even if she wasn’t intended to be an OW2 hero, I am not sure what they could’ve done to create an OW 2 skin.
then people would just say “Echo was in OW1, why doesn’t she have a classic skin?”
