To my knowledge he’s one of, if not the only hero in the halloween comic to not have their costume/Junkenstein’s Revenge character as a skin.
The question is why he’s only getting it this year.

Wrong! It was never stated that Roadhog ever participated in the mech battles. He hates Junkertown. He only goes into it for supplies.
Plus Michael Chu stated the Junkertown Queen gained her queenhood by using her popularity and reputation to make herself queen.
Basically, she’s a Kardashian.
She looks too young to have ever fought for Australia’s liberation. If that’s the case, she’d be in her 40s like Roadhog, who did fight the liberation during his youth.
You know who else has a blue mohawk? Hammond, a hamster.

We don’t have to be a queen fanboy, but it just make so much sense lore wise… Plus it will be so epic as that is around a time where we get a new hero anyways.

No way that’s Slasher. Slashers are horror movies like Friday the 13th, Nightmare on Elm Street, Scream, Texas Chainsaw Massacre, Halloween. Taking that into account, Roadhog seems most likely to me, as the villains all wear masks (except Freddie, who’s just disfigured). Alternatively it could also be Soldier, since he’s only gotten a (rather lame imo) epic for Halloween. I can see him in a Jason Voorhies-like costume.
