The problem with this is that smurfs can just make a new account (with zero experience) and carry on smurfing. I think what they should do is that they render a real identity to your account in order for you to be allowed to play competitive, otherwise you can just keep making fake email addresses and fake Battle.net accounts without any consequences. Not that Blizzard cares anyways.
