Basically what that plus the title Tekhartha means is that Zenyatta and Mondatta had both attained the highest rank and enlightenment in the Shambali.
Another fun fact: The Omnic we see at the end of Storm rising cinematic is the first omnic aside from these two that has 9-dotted forehead array.
