Was getting some of the past skins I didn’t have but wanted and noticed some are missing.
Some examples that I spotted (were missing) are Funky Baptiste, Scientist Moira, Referee Orisa and Snowman Hog. These are just the ones I noticed/remembered.

These aren’t the only ones. Another example is D.va’s Waveracer. You can still see them by filtering by event (e.g. Summer Games shows Waveracer), but they will still be locked.
My theory is that, as they are event skins, they locked them to use as Twitch Promos when the respective event arrives. This way they avoid having people buy those skins before the Twitch Promo arrives.
Socialate Ash is currently hidden and locked (similarly to those skins you mentioned) and is part of the current Twitch Promo for Valentine’s Day. So probably expect to see Snowman Roadhog next year around December time.
So dev confirmation would still be nice here though.

Sleighing D.VA and Mask Dancer Moira are also missing, possibly other Twitch drop skins too (I can’t say for sure as I have the others already).
If these two (and probably other Twitch drop skins) are intentionally not available for purchase, it’s a real slap in the face if Blizzard are not going to fix missing Twitch drops for people that validly earned them and then also explicitly make the skins not available for purchase. Though, in reality players having to purchase Twitch drop skins they earned but didn’t receive is a pretty abysmal scenario, at least it’s a worst-case fallback option for a skin they really want.
The ones you mentioned seem strange to be missing, as I don’t think they’re exceptional in a way that would make sense for them to be non-purchasable now. As you said, a future planned Twitch drop is a good guess.
On a slight tangent, during Season 1 the Donut weapon charm and Razor Sharp Kiriko spray said they would be available for purchase in the Hero gallery in Season 2. It’s obviously Season 3 now and they’re still not purchasable.

I think Witch Kiriko is also missing.
Just in time too, as starting with Season 3, most Epic and Legendary-tier skins will be available to purchase from the Hero Gallery at any time . No more waiting for the Halloween event to roll around to snag Witch Mercy. Additionally, the cost of Legendary-tier skins will be reduced to either 1500 Credits or 1500 Overwatch Coins.
I thought because of that, all skins would be available, but yeah maybe it’s a drop thing.
Also, I notice some skins are still 1900 (Sunyatta, Kiriko’s Athleisure and Sukajan, that i noticed). Any idea why? I’m not complaining because there are legendary skins showing up for 1000 too, I’m just curious about why there’s some for 1000, some for 1500, and a rare few for 1900. Or maybe I’m bugged idk haha.

Cabana Ana and Pachimari Roadhog are also missing from the gallery and hero select skin drop down menu.
Good lord support for this game is obnoxious and apparently I can’t make a post, so sorry my comment will be in tbe wrong place.
If a dev or someone can figure out why I didnt get the summer event doomfist skin on PS5 after completing 6 challenges as it stated… I’d be happy to know why.
I literally uninstalled this game and haven’t played after loosing nearly 100% of my cosmetics during the account merge as well as my previous season rankings and time on my account. For many the merge seems to lose most or all prior account data and for all those that want to see how painful it is these are all the legendary and epic skins I have lost due to the new games account merge
