I put it into google translate cause i thought it might be Dutch (as sigma speaks that) but it translated it into that one with the “e” into english.

It happens seemingly random, with no common character that I know of, and no one ever responds to him.
It’s a deep-lore cut. A Boba is type of clever rat in-lore that escaped containment, and can be seen in some pretty obscure background images. The main rat is the Boba, and based on that quote, I assume a Bobalin is a follower or close friend of the original Boba. The Junkrat emote is actually a reference to them.
