It’ll be much cheaper, but I’m very impatient. 
The only reason why I waited this long was because I wanted to use the last of my currency to get all of the anniversary emotes that I’ve been missing.

I am also waiting till summer event so i can buy it for cheap and put those extra saved credits for other new skins.

I’d say wait, as victory earned is sweeter than victory taken.
It is an amazing skin, I use it often… I simply wish that the sword was the entire actual model on his back, and not a real looking sword.
Though, that is nitpicking.

I also wish that they used Genji’s mask instead of a Kendoka mask, or at least found ways to input elements of his mask into the kendo helmet [His frontal headpiece and visor most notably]
Idk, when I’m rushed by someone with the skin it doesn’t scream “Genji is coming for you!” it just screams “A random kendo guy is rushing you”
Baihu, Sentai, Oni etc. changed the masks sure but at least the masks actually look good and not like a spaghetti strainer.

what if i gets 1 for summer games though? if you wait until then you can get the one you want for 1k then save that remaining 2k and put it towards the potential new skin
I’d wait until the Summer Games event. If you buy it now, you are essentially spending an extra 2000 credits to get it a month or so earlier, when you could save the credits and put them towards different skins.
The Summer Games event is the next event and if you wait, you’ll only have to pay 1000 instead of 3000.
If you really want to spend 3000 on something before the Anniversary event ends, get one of the skins from the Archives or Lunar New Year events as those two events are the farthest away date-wise.
wait till summer games cause that skin is trash not worth more than 1k.
