i know these are 2 that dont really meet but i think pharah is the better air based character out of the 2.
seriously though i am curious who should be winning that? i recently had a match where pharah killed me once but i hooked and killed her 7 times, that is a rarity though usually hooking pharah isnt easy
does one counter the other? i assume pharah gets her ult by using roadhog

In my experience, Roadhog usually wins, but I’d rate it as a neutral matchup since that victory tends to be a war of attrition that pulls them away from the rest of the fight.
If Hog hooks Pharah, she’s done out of hand. But even if he doesn’t, he can use Alt Fire and TAB to stay alive long enough to take her down, provided RNG is kind. If it’s not, she’s at the advantage.
Really, though, speaking as a Pharah main, the frequency at which I run into this matchup is reallyyyyyy low

I find pharah’s hitbox particularly frustrating to hook with hog, but I also suck at hog so

Roadhog forces Pharah to be basically never be able to use her ultimate, so there is that. I would say if you’re a Pharah player that stays far way then you should do well, but if you stay really close to fire then you are far likelier to be countered.
Just do what I do, and set your hook to leftclick.
And set your sens to 26, and 3600dpi.

Goaty by now I don’t have to explain the fact I’m a Pharah main or the fact I hate Roadhog.
Roadhog has been (IMO) a soft Pharah counter from the beginning. There was one brief moment around the first hog fix that my play style was just outside his range, then Bliz extended his chain and he became a soft Pharah counter again.
An argument might be made that “a good Pharah won’t get hooked because PhArAh Is A lOnGrAnGe HeRo” but that’s entirely not true. Top tier Pharahs who make an impact are well within Hog’s range, and if they’re not they’re making the most out of that hero.
Just tonight, there was one Hog that made it his life’s mission to shut me down and focus me harder than a try hard twitch reaction widow main would. And he succeeded more than their Ana, McCree and Soldier combined.
As with most of my posts tonight I also chalk it up to the sack of beans DPS teammate that couldn’t hit the stationary broad side of a barn let alone a grav’d enemy team with Dragonstrike, but I digress. Hog has been a thorn in this Pharah main’s side since launch.

Good Pharahs shouldnt get hooked imo. Hog can zone her out from Dive bombing missions but generally Pharah can just stay out of range whilst still being effective and there is not a whole lot he can do about it. Also, even Bad pharahs can land Directs on Hog from outside Hook range. ( Me and a Orisa once Halt-Hooked combo a Pharah for maximum pwnage, but i Digress

Don’t always think in counters, there is really only a few direct counters in this game imo. Hog, at best, zones her out, just like he does almost every single other Hero in the game. Pharah, at best, can farm hog for easy Ult charge, just like almost every single other Hero in the game.
I dont like to fight vs Pharah because i feed a lot of ult for her.
And her ult is pretty dangerous. I can hook her sometimes, but when not, my team is wrecked
And dont forget the boops.
Neutral matchup in my opinion. Hog can certainly hook her and potentially kill her, just like any squishy, but a Pharah that’s getting hooked regularly probably isn’t respecting it’s range nearly as much as they should be. It’s usually possible to be useful without going into hook range as Pharah.
Hog is very easy to hit as Pharah, but since he takes 5 rockets to kill and then some more since he’ll heal himself, he’s more of an ult battery than anything. Going for a target that takes that many hits to kill first, when other targets can potentially be downed in two shots, is kind of a waste of time.
I don’t think either are bad at taking on the other, I think mostly it’s just not a match up that’s worth taking for either of them most of the time. A hog probably won’t get many opportunities to hook a Pharah, and a Pharah will probably be best focusing on supports and DPS instead of spamming into tanks.

Yea, just saw that too.
Dude literally saved the game for them with that hook on Pharah at the end.
So yea, to answer your question it’s not easy for Road to go against a Pharah, but if you can, you sorta delete her, especially with the upcoming Road changes to make him more consistent.
