Blink isn’t skillful in that way either. You don’t predict when someone’s gonna throw something at you, you just Blink when someone looks at you and decide when to slow your pace so you don’t completely run out. The skill with Blink comes ENTIRELY from pacing your cooldowns and has nothing to do with other people messing up.

His hook combo is so telegraphed these days that most of my kills are without using the combo to be perfectly honest. It has been a LONG time since you had to fish for kills.
As opposed to now where he can still pull it off; just not 100% of the time? The hook is still an almost certified kill anyway, what with a whole team following it up.
If a 750HP glorified DPS needs a cheap and obnoxious combo to be “something” then it sounds like a fundamentally terribly designed character that can never be balanced. Completely rework him or shrink him down - literally - and make him a DPS character.
