Passive: Greed
Make it so Roadhog gives zero Ult charge up anybody, besides himself.

This way, Roadhog can block incoming damage for his team, without the penalty of feeding Ult charge like crazy.

On the flipside, he can’t power up friendly healer ultimates either.

I think this would be a bit too much. I think just a passive 33% reduction to enemy ult charge would be more than sufficient.
