Meh. Reaper is worse in every way. Less HP, less sustain, less(Literally no) CC. Less damage. Mobility isn’t even worth mentioning cause if you use it. You die basically.

His wraith is kinda ok but its not going to help much if at all.

I assume that you played against good Roadhogs or tried Roadhog yourself and popped off

So we have a hero that can one-shot 250 HP heroes and below. That’s over half the cast mind you. He can deal insane amounts of damage to tanks. He used to be able to oneshot Zarya. A tank should not be able to do that. A DPS, yeah sure but not a tank.

Road is played like a DPS but has the kit of a tank and it does not work. Once Roadhog won’t be able to one-shot you at all.

He will be more balanced but he is op. But you wouldn’t know that. If you played the game you’d know but you are stating the opposite(essentially).
Which means you have either never faced a RH.
Or faced someone who didn’t even play the game the way its meant to be played(I;E jumping off the map or emoting with the enemy team etc etc. Of course only in competitive cause that’s the mode that matters).

I consider Hog to be fine, but if anything, he could use a slight buff.
