My reputation level droped from 4 to 3 level. Today on europe overwatch server peoples complained about problems with connecting to servers. Because of this problem, I was turned off during the match and my reputation level droped. I think it is unfair to drop my level because of lagging servers.

Unfortunately, Blizzard does not have a method to determine whether a person left manually (disconnect by user) or involuntarily (disconnect by internet/server).
Yeah, just imagine that they can manage there own game.
Leaving games (which include all disconnections) negatively impact your endorsement rating. If you are disconnecting frequently please take the time to follow these troubleshooting tips:

My comment above was more about the fall down because of maintenance (server-side), I did see in total more then 10 map rotations in the middle of the game, on 1 day 
.
Meanwhile I got back my last lost endorsement level.

Just got the same issue
all 12 players got disconnected in the middle of a game and the game reboot
we lost 1 level of recommandations and had to replay the game from start
