I have footage of toxic throwers and I want to report the video to Blizz directly, but I can’t seem to find where I can do that. I have had it with throwers after we get rolled like we can’t come back so I recorded the gameplay to submit for review if that is even possible. Is there any way other than in game? Thank you.

It is not possible to directly report throwers online. Only using the in-game report form (which is far more effective as Blizzard will be able to directly access the game information when they review reports).
Please do not use the web ticket service to report players (unless there is a real life threat emergency). There is no category that directly handles anything like that and game masters will have no means to directly investigate your claims. Note that if you have cheaters or come across information about cheating hacks or exploits you can send an e-mail to their hacks team (hacks@blizzard.com), but this is not applicable in the case of behavioral violations such as throwing games.

It’s alright, I did confirm with my Blizzard Customer Service contacts on this. I understand the frustrations of dealing with players who deliberately throw games (had two matches last night that I judged players to be throwing in my games and had to report them), however despite some players’ perception of the report system, it really does work. Just make sure in the report form that you clearly describe the issue at hand. I thank you for trying to make Overwatch a better game community for all of us, but I just want to make sure that we do it in a way that helps Blizzard and not necessarily hinder them. When it comes to the web ticket service, Overwatch is more or less about resolving problems like account access, purchases, and technical support issues and their game masters are trained for that. Other team members of Blizzard’s customer support team use the reports that come in to investigate players for violations of the Blizzard Code of Conduct and will issue sanctions appropriately.

these light offences wont, they usually forgive if a person does it few times, their view to it, everyone can have a bad day and they wont ban it, report in game and if the person continues doing it, they will be punished

I don’t know about throwers, I’m new but I sure do see a lot of Torbjorn bots. I don’t know if that’s ok but it is certainly rampant
It really doesn’t lol. I know plenty of people that have been throwing for literal years without repercussion. If they want to be extra safe, they’ll hop onto alt accounts after some throwing just to reset the report counter. I’ve encountered toxic players that suicide nonstop and flood the airwaves with racial epithets without repercussion. You should know that more than anyone else.
