If you report someone for cheating and the next day you get a message that says action was taken against them does that confirm they were cheating? Or does it just go by # of reports? I don’t report for cheating very often but it seems like almost whenever I do I get the green notification shortly after.

I think if its the different colour message then they got banned for cheating. does that mean they were actually cheating? depends if you think the report system actually detected cheats or just banned them based on number of reports

we’ll never actually know to be honest. Action against an account is so vague it could mean anything from a slap on the wrist to a perma ban.
it goes off of number im pretty sure. ive seen people get permabanned (arikadou, xbox users that literally are just better, etc) for cheating when they didnt even do it. they dont check anything.
If there’s a green background on the “thank you for reporting” message header, then it’s for a cheating report. If it’s a blue header, then it’s for something else.
There is no guarantee that you will be notified for all of your reports. I report now more than ever before, and two years ago I couldn’t log into the game without swatting away 5-10 “thank you” screens, but now I get maybe one per month. In other regions, people sometimes get “thank you” emails instead.

Do you have a screen shot? Otherwise we can’t tell if you actually got that message or not.
i have a friend who was high masters widow main, made a new account, and was banned by lvl 28 based on the assumption he was cheating, because headshots in lower ranks apparently dont happen?

It depends how much you report people xD
If you report, lets say 3 people a week then statistically yh probably, if you are someone that goes mental and reports someone every game… Then it means nothing!
Edit - I had no idea about the green background, that’s pretty cool tbf.
If he bought the smurf pre lvl to 25 then that is the problem people have been using bots to lvl many accounts at the same time and then sell them for around 20-25 dollars this is what most people making smurfs are getting ban for as the reports matter yes but the accounts have actually been cheated on.

That is correct, here is the cheating confirmation dialog when you log into the game.
If a player is actioned for other forms disruptive behavior such as abusive chat or gameplay sabotage, the blue notification form will appear.
It simply means one way or another, Blizzard has taken action against that player. Now there is system-detected protocols which will shut down a match in progress if there is cheating (and will void the result for all players involved). When that happens you will see this notification.

Yes just because he said he is not cheating does not mean he was not cheating i have smurfed with widow many times even with 50% scoped crit in plat/gold never got ban if he was ban then he was cheating or bought an account that had been bot on to lvl it up.

No its just there is cheats everywhere now and when peoples smurfs get ban they always blame it on reports and bring their main up as a reason for them been legit this game does not hwid or IP ban cheaters it bans the account only if he was cheating on that smurf it would not effect his main and just so you know blizzard actually do look into reports but then the system checks the stats of the player as in 80% scoped accuracy 60% scoped critical hit over 10 minutes if he has these numbers then he can appeal it but again if he is llvl 28 and still had them numbers after all that time playing widow then yes he was cheating.
Blizzard will not ban a widow player who has a legit 40-45% scoped crit in plat after all them games it has to be way over that for the system to flag him and also he must have got around 30-40 reports and plats do not report that much unless he was legit killing everyone every fight.
