If voice lines are toxic why are they even in the game? enemy team kept threatening to report me for using the voice line on dva “is this easy mode?” yet their reaper kept using “looks like it’s amateur hour” feels like a double standard.

You won’t be actioned for using those voicelines, no. The voicelines are taunts but they aren’t toxic.
Spamming them will absolutely get you a chat ban though.

It is because Reaper is coming from a position of authority. They understand that they cannot defy Reaper. Dva is a stream monster. They do not appreciate being insulted by someone of their status. Reaper is death incarnate. Dva has Dorito dust in her neck beard. It’s just life.

I like to use the “Scry some more” when i play kiri but sometimes i will say the “sorry” voiceline after 
There isn’t a reasonable option to disable them. Especially if you don’t want to hear anyone spam them.
Using voice lines wont get you banned, but spamming them i believe does fall under communication abuse, so possibly ban
Being “actioned” by the system is based on volume of reports and nothing more. So yes, OP could absolutely be banned if enough players report them for spamming voice lines.
OP would be lucky to get in contact with an actual human at Blizzard after going through the first few AI bot responses to overturn their 2 week suspension by the time it’s up.
I didn´t get report threats but people were toxic in text chat to me sometimes, when I used some sassy Moira voice lines

If they’re going around spamming voice lines after every kill (to the point of annoying people) they might be overdoing it.
The good news is: if its one salty group of people, it’s not likely to lead to anything.
We here have no way of knowing either way.
I’m gonna go on a limb and say over half of D. Va’s lines are toxic if said directly by the player and not from her.

I’ll never forget this hanzo years ago that lost his mind over me using dipstick! every time I killed someone ( I still do it)
He literally threw his match so he could rage in match chat over it 
I’m for sure they reported me for that.
Some people need to walk away from gaming for a while if they are that intolerant of silliness.
Some of them are toxic, but that´s part of the characters and game - not reportable.
