Remove the reduced tank health in training modes

The reduced health for tanks in arcade modes makes sense. But training modes like the practice range and Practice vs AI should not have it. In the practice range, I sometimes want to test stuff out like TTK and breakpoints, but that isn’t really possible when the Hp of myself and the dummies are reduced. Part of the enjoyable experience of Practice vs AI is to dominate an opponent in a more chill environment. The AI doesn’t care that the enemies’ 3 tanks 2 supports composition feels unkillable. The reduced tank health takes away some of the fun of the mode.
Edit: Also add the ability to disable it in custom games.
