Maybe, but they had a good composition against Mercy and it was a N Junk city - so a dense map. I asked her to swap for something else and he answered: ITS QP. In other words - I will throw, and you cannt do anything about it! And I got penalty!!!
You are just putting words into their mouth, they arent throwing if they just want to play mercy, sure its not an ideal pick but they arent intentionally throwing. You dont get to tell them what to play, if they are playing subpar then let it be

I dont know, maybe its a news for you what I just try to say you: BUT OVERWATCH IS A TEAM BASED GAME. If you dont know what that means, just google for it.
Active throwing to avoid a leaver penalty will not save said player from being reported for game sabotage. Not trying to play the match at all is an auto-fail and worthy of the ban hammer.
Being a team based game means you need to listen to every single demand a teammate makes, even if you think they’re wrong?

I feel bad for the poor OP. They couldn’t quit since their teammate died twice early into a game and didn’t want to swap heroes. 
They won’t remove QP penalty. They commit to their mistakes.
QP penalty was just one of the attempts where they were trying to address the consequence, usually of their own actions, and not the core problem. It went something like this:
- queue times are atrocious, so we will just limit matchmaking to 60 seconds, no matter what kind of matchups happen
- people are leaving the badly composed matches (bronze vs plat and such) so now we will install a leaver penalty
- ???
- profit
And people are going to keep leaving OW, because there is a ton of shooters out there, some of them are pretty much a copy of OW.
