I think Reinhardt should get a passive called “Die for Glory” Where when his health drops below 10% he should do an extra 25% damage. I feel like it lines up with the lore and it would make sense overall. Dying with glory is literally his shtick

I would always have that passive active.

below 90%??? maybe below 15%

I worded this incorrectly, my apologies. I meant to say that when he loses 90% of his HP. So when his HP is below 10% he gains the passive.
