On pc with latest patch hacked reaper was still healing when shooting. Is this new?

Its probably a new bug!
Sombra’s Hack DOES NOT affect Reaper’s Passive- which is his Life Steal.
Here is a tip to understand what Sombra can and cannot hack.
The only passives that Sombra can disable are what we call “Control Passives”.
- Control Passives are manipulated directly by the user without interaction with an enemy. Wallride, WallClimb, Lucio’s aura, Double jump, and etc are all passives that can be manipulated directly by the user.
Brig’s Inspire is not a Control passive. It is what we call a “Conditional Passive”.
Conditional Passives

Zarya’s Energy Passive, Junkrats mayhem passive, bastion’s ironclad, and etc require specific conditions to be met in order to have any visible effect.

Brig in particular has the condition of doing damage with her flail.
That is why it is not effected, same goes for Reaper. Hope that helps.
