Reaper has the correct traits of a psychopath. He hurts others, he has no empathy, he has no regards for laws or morality.
However reaper often has to bully others into submission, he fears people and is not working under the radar. He is not charming and does not blend into society at all. Reaper is not high functioning period, he is just a pure psychopathic chaotic-evil terroist who seeks his own ambitions.
Doomfist however is a high functioning psychopath. He has the base traits; no empathy, no regard for laws, hurting others, no morality.
However, doomfist can stay calm in a battle, throwing others off guard. He can blend into society and can make allies through socializing. Doomfist has a goal and sticks with it entierly, even years in jail did not change his final goal of advancing humanity through conflict nomatter the cost.
