Really low FPS but GPU temp is very low

Recently I’ve had this issue where I used to be able to run Ultra on like 100FPS and now I can’t even run Medium on 40. Like, my Overwatch is strugglingggg. And this PC isn’t even old or anything. It’s like a year old. However, my temp is running below 35 degrees. I find this strange, because when I open up the task manager the GPU usage is near 100% and CPU usage is around 10%. On MSI Afterburner GPU1 does not change temperature at all from opening Overwatch, however ‘GPU2 Usage’ reaches 100%. Any immediate thoughts as to what this could be? Anything else I can provide? Thank you guys.

CPU @ 3.60GHz
16GB RAM
Graphics Card: GeForce GTX 1060 3GB

Does your motherboard come with an in-built chipset GPU, by chance? Perhaps Overwatch is trying to use that and not your 1060.

I’m not sure how to tell if it comes with an in-buit chipset GPU.
I do wonder why it would be fine initially and then suddenly start using the in-built one, though. Is that common?
