most people will say Pink Mercy.
But when it comes to the rarest skin, for me Noire Widowmaker will always be the number one rarest, because that is a skin that will NEVER come back.

The supply is very limited and last I checked was like around $150… its very uncommon.
EDIT: 5 on Ebay, lowest about $180 CDN, or $129 USD.
Still say the two Blizzcon skins are the rarest and potentially, most boring.

It just doesn’t indicate quantity in use. I am sure a couple hundred maybe. Would put the skin #3 behind the Blizzcon ones.
imo its the ellen tracer skin. i have never seen anyone use that skin since it came out and even when it came out, i rarely saw anyone using it lol.

Rarest owned or seen? A lot of people pre-ordered OW and got Noir. You don’t see it often because most of them no longer play, or don’t play Widowmaker. Moreover, there are people like me who own it but don’t have it equipped.

Absolutely, it’s not really rare when you consider how many millions of people own it. And how codes are out there for it still.
The Blizzcon skins are more likely to be the rarest, even more so than Pink Mercy.
I used to have noire, back a year after release my account got stolen and lost forever. Luckily I dont play widow so it never bothered me much
As someone who has Noire WM / Pink Mercy: rarest does not necessarily mean best. Pink Mercy is “okay” (I honestly bought it to support the charity) but Mercy has far better ones. Noire WM is… I don’t know, nothing special, really. Somewhere between common and epic in quality.

That skin was “just” from the preorder pack for some years and later re-sold as “premium pack”, and you can probably right now still buy some upgrade giving it to you.
Staying on Widowmaker we have the Kerrigan skin which was promotional for the 20th anniversary of Starcraft. That one should be rarer and not come back (unless they give it to everyone owning a Starcraft product now?).
The “first/second/third week of event x” skins are also rarer, since they are as of now not back in the shop as far as I know.
However, the “most rare” would definitely be Pink Mercy, since she never seems to be coming back, however with the great transparency and reactions to questions about it from officials (<- sarcasm, we get NONE) I doubt she will return.
Next to Pink Mercy we have the old Blizzcon Winston and Bastion skins. Those are probably gone for good as well, HOWEVER the follow-up to those, the 2018 Blizzcon Sombra (Demon Hunter) was available in 2019 during the Halloween Terror event for everyone.
Also I think I remember Oni Genji and Officer D.Va being “limited” to a cross-promotion with Heroes of the Storm initially, but in game they show without any info so I guess they were made “unlimited” eventually?
