Nowadays it is probably Noire Widowmaker. Most people playing the game did not start at launch. Obviously…
And people who do have it are using her newer stuff because they were probably bored of Noire after the first month of the game.

I have actually seen these more than lightning tracer tbh
I see the grey Overwatch League skins even less often than I see the Blizzcon Bastion and Winston skins (and, no, I’m not talking about the white “away” team skins, either).
Noire Widow… only available at launch thru preorder and widow has gotten a lot of “better” skins so it’s rare and not much people use it imo. and im saying this as someone that’s been playing since launch
I have only seen someone using default pharah once ever. I personally didnt use it when I mained her because I hate how the beak on the helmet looks

Junebug is one of my all-time favorite skins, next to Nano Cola. It was the very first cosmetic item I bought and I still equip it fairly often. I wish the special bug voicelines would play when having this skin equipped, but they were stealth removed around a year and a half ago and were made exclusive to B.Va. 
Watch out: she’s got a stinger… 
^So awesome-looking and shiny. I like the nice shade of blue, the pleasing color scheme all around, and think it looks great even with her golden guns. I am not a huge fan of the hairstyle, but that is the only (minor) issue I have with it. (I know, and I get it: it is a “beehive” hairdo, which makes a bit more sense concerning the design of the related B.Va skin that, somewhat sadly, designates Junebug as the mere re-color alternative to that particular skin.)
And now I am equipping and using only this skin for the rest of the night.

Either the Blizzcon Bastion or the OWL skins.
Noire Widow isn’t rare by a mile compared to the skins I said above. Millions of players pre-purchased the game and I see it every other match.
Only around 27,000 people attended Blizzcon 2016 and I’m going to guess that an extra 20,000 - 30,000 people purchased the 2016 virtual ticket.
I don’t think I’ve seen a Bastion with the Blizzcon skin in many months and I only see someone with a grey OWL skin maybe every few weeks or so
