I just use avoids to legitimately avoid them the next game. If the next game I get another sh*t can I remove one and add em. Works for me, they never q up in my game again.

sometimes i avoid a player even if i like them, oh a junkrat 1 trick on my team? lets put him on the oooother team, swap to pharah, and farm some SR (it works too!)
there are so many tho, i cap at 3 so fast.
currently as competitive season winds down they are throwing and ragequitting like wildfire! 3 is indeed not enough and i doubt they will ever do anything about it.
Issue here is combination of blizzard giving these types of players too many chances before taking action plus lack of more reasonable number of avoid slots. if we want to wait bit longer and it will guarantee none of the same idiots we want to avoid in our team let US make that decision.
ask them to avoid you, be toxic towards them to guarantie value.

I doubt they have ever stated or implied any of this. There must be a practical reason why you can only avoid 3.
And I bet at least toxic players were one of the reasons why they came up with avoid slots anyway.
Its most likely very unlikely that you run into the same person after an hour or two.
There is. This feature was in the game upon release almost 5 years ago. There was one Widow player that was really good. So many people avoided that person that they couldn’t get any games anymore. At that time you had unlimited avoids and it would avoid the person from being in your games, both team and enemy.
Maybe but we never know because it was in the game on official release.
100% depends on your rank. The higher you are the less people in that rank. If you’re in mid to upper T500 then a few people avoiding you now will increase your queue times.
I’m average like most people in this game so anywhere between mid gold to mid plat I guess (I don’t play comp anymore though) but I often see the same people from match to match. I’ve even avoided people only to see them on the enemy team in the next match still harassing me.

You do know they are called throwers, not Smurfs? Making rough assumptions that they are Smurfs is hard to prove.
Why don’t you use it to avoid people who are talking crap in the chat and being racist or homophobic/transphobic and/or sexist in other games rather than players who are throwing? If you are playing Comp, the system will punish them for throwing eventually anyways, you won’t have to do anything either for it to happen. A thrower is a thrower, they will get reported and eventually suspended from comp for throwing.
