So? Shield heroes can block almost all ultimates with r-click and no CD. Also ults like D.Va they can block completely with only 1HP of shield remaining. It was like that since forever.
Exactly. Ramattra has damage reduction (not full block like shields) and can only keep it active for the duration of nemesis form. So the countdown to revert to normal is basically the “resource meter” in a way. Then he has to wait for a cool down to activate nemesis form again which is the “regeneration” in a way.

Tanks: D.Va, DF (outside), JQ (if she doesn’t run through it), Rein, Hog (damage), Ball (damage)
DPS: Ashe, Cowboy, Rat, Mei, Pharah, Reaper, Soj, 76, Tracer (outside)
Supports: Moira

So if we don’t count support ults as something to be blocked (because almost all of them aren’t directed at the enemy) and ignore Sym and WM ult (because lol), shields block 17/27 ults which is about 2 out of every 3 ults. I also skipped Torb and Genji because while it’s possible to partially block - that relies on Torb or Genji being exceptionally bad with their ults.
What’s even more important, there are ults that can be reliably only blocked by shields, like shatter.
Every second he spends blocking is a second he spends wasting nemesis form on not doing damage, half the other tanks have an ability that forces him out of it, it doesn’t even block sleep dart, he has a pretty middle of the pack pickrate and winrate, and he’s not annoying to play against. No reason to nerf rammatra right now, and if anything needed nerfed it would be his ult
Ill agree he does block too much, but i feel like hes gotten overly strong due to hog being little to no threat. If there were to be a nerf, i feel like if he takes too much damage at once, he should get shortly stunned. Use a meter like Orisa’s fusion cannon to make it easy to understand.
Nemesis mode needs a total rework. It’s a free ‘kill squishies (supports if he’s smart)’ button on CD. At least at casual levels of play, it puts half the ults in the game to shame. He’s basically guaranteed to light up the kill feed every time he goes nemesis unless you have Ana (or Lucio to speed away but nobody plays Lucio).
His ult needs a rework. Who-even thought this is a good idea?. His block is fine but his speed boost needs to be reduced. Unsure why his fat form is faster than his thin form.
The cool down is the cool down of his Nemesis form, and he still takes damage using an ability that’s only good for protecting himself. He’s fine. If anything, he should get a buff to his Vortex.
A barrier that I’m pretty sure doesn’t have 1000 hp and only lasts like 4 seconds. Regardless, the Nemesis cooldown is still longer than the barrier lasts, assuming it doesn’t get destroyed first. There are weaker shields with more up time than Ramattra’s Block, which requires him to use another ability before it can be used, which sacrifices offense AND mobility to use.
You’re complaining over nothing. You wanted a cooldown on his block, you already have it, there’s no reason for a single ability to essentially have 2 cooldowns unless it works like Blink. If they add a cooldown to his block like how you want, they would have to buff his offensive capability, which I know you would complain about as well.
Either find a different game, or adapt like everyone else. He’s easily one of the most balanced people in the game.
When he exits nemesis he it’s 8 seconds. Also shields are on demand and don’t hurt your HP.
A bit of a hot take but ram is honestly fine. Tanks have all been in a decent spot it’s more the game around them that needs to change. If support utility was nerfed to a more reasonable level then I think the game would be in a better spot.
The only two things that really negatively effect the game right now heavily I feel is snipers, tracer and supports
