definitely not.
the owl skins get rotated into the vault every so often.
probably not with the way they handle skins now.

On Ragdoll Echo and Comic Tracer, very likely no. They were challenge skins during their times, and haven’t come back since. (edit: Comic Tracer returned once for the Anniversary Remix events that closed out OW1)
On Ange De La Mort and Haroeis, somewhat likely yes. They’ve been cycling OWL skins in and out monthly, and we’ll probably get to tournament skins again soon.
There’s a chance Ragdoll will come back. Other OW1 challenge skins returned unexpectedly at one point, nothing is written in stone. However, if Ragdoll comes back, it’s surely going to be at Halloween.
On the plus side, I guess the better part of a year is enough time to pick up the one thousand coins you’d need.
