Once again, balance is taking care of these things without the needs to enforce strict rules.
We’re already seeing Goats become more limited in use at the levels it was ever really used in the first place. It was never really about Goats though, so this seems unnecessary.
The problem, for the most part, seems to come from players complaining about multi-DPS compositions broadly in their QP games; where there are players who don’t just want to win, but also want to play and get used to heroes they don’t usually play in comp - either because they’re not confident with them, they’re new, or they’re just undertuned.
Well, you might be right about the 2Healer Limit. However a portion of what’s keeping that in check is 4-1-1 comps.
Although there has been 3-1-2 comps where they swap the Widow for an Ana. Because of how powerful a good anti-nade is on GOATs.
And because of the changes that made it so Ana rifle DoT ignores armor.
Which is what pre-established groups are there for. If anyone wanted to play a specific role or hero, they would, not pick something entirely different. We have 30 heroes as of right now; limiting choices will just drive away any intention to play at all.
There will be no variety. Once there is a limit, there will be a meta. And that meta will consist of only 6 heroes.
You didn’t pick Reinhardt over Winston? You’re getting reported for throwing! You didn’t pick McCree over Widow? Reported!
Just because there’s a limit it won’t magically make teams win any better.
And to have a viable RoleQ you need a fixated restriction. So 2-2-2 is the only viable option. The matchmaker cannot guess if a team want to play 3-2-1, 2-3-1, 2-2-2, 3-1-2 or 1-3-2.
