no hate against orisa, just want to understand the reasoning behind movement penalties…
do you guys remember the consistency reason behind junkrat’s trap preventing reaper and moira from leaving it once it’s activated on them?
now, if you think about:
- rein speed penalty for shielding
- doom speed penalty for blocking
- ramattra speed penalty for blocking
- brig speed penalty for shielding
and then you think about orisa’s kit, don’t you feel like there is a speed penalty missing somewhere?
if you feel that speed penalty is indeed missing, does that makes sense on fortify or somewhere else? maybe after fortify?
if you don’t feel that speed penalty is missing, what’s the reasoning behind that for you?
Each ability you’re comparing to fortify works fundamentally different from it, and each hero has their own balancing considerations when you put their whole kit together.
I don’t remember if she still has it or ever had it(it’s escaped my memory), but doesn’t Orisa slow down while shooting?
Fortify does not block all damage. You still lose HP when taking damage while the ability is active. That means you should be able to move unrestricted.
Barriers block all the damage they are capable of blocking and are on command with little-to-no start up. Speed penalty balances their use.
For Doom:
His Mobility is a Form of Defense. Plus he powers up when blocking.
For Ram:
He gains HP when entering the form that utilizes block, it has no cooldown, punches pierce and can pair his Ultimate with block.
if i understand correctly, can you provide some less unfair abilities for me to compare with fortify please?

Back when she had ammo, she would slow down when firing.
Okay, I couldn’t remember if that was still the case, and based on the other reply Orisa did at one point slow down while firing.
She was much more defensively focused back then though, so the change makes sense

I think the dumbest thing is fortify prevents you from headshotting Orisa. The design is, questionable.
listen idk if this is still happening but reindhard doomfist and brig whenever they charge into her they get knocked down idk if this is still happening but if it still is she can have no movement penalties as long as thats reverted
Orisa is fine, might be a bit much if combined with double hitscans, but so is sigma.
Seems that bug was fixed. Did a custom with a friend and at least on rein, he would just stop like usual. Didn’t bother trying the other heroes since rein was fixed, I assumed they all were.

There’s about as many damage mitigating abilities that slow as don’t, it’s not a hard and fast rule. Dva’s DM doesn’t, Zarya doesn’t, Sig doesn’t when casting shield, Mauga gets faster. It’s weirder with squishies; Moira Mei and Reaper all turn invincible but only one roots themself while the other two get faster.
Rein, Doom, Brig and Ram do it because they’re melee characters and it gives their targets breathing room. Characters with guns generally don’t slow down while in damage-mitigating modes.
Could also be how much they block? Orisa and Mauga only block 50%, Doom and Ram block 75-80% and barriers block 100%. Could be that full/increased speed is acceptable to the devs at 50% but not at higher amounts.
ty for your replies so far, it makes me think that is not correct to link damage reduction with speed penalties among the counterbalances for delaying one’s death
