is he supposed to be roadhog wearing some kinda skull mask or some non-human demon? whats lore/story behind it?
It’s a non-canon skin.

None of the skins (Except for Archives skins) are canon. So don’t worry.
Also Roadhog wears various masks for each skin. So yes. He is wearing a skull now.

There are a few non-canon Archives skins (King Jamison, Equalizer, most epics, etc.) There are also a bunch of canon non-Archives skins (Masquerade Reaper from Anniversary, Casual Hanzo from Winter Wonderland, Crusader Rein from the skin update, Hayseed Junkrat from launch, etc.)
